Comme les affrontements franco-espagnols ont lieu sur cette frontière septentrionale, cette nouvelle organisation peut sembler favorable à l’action de la diplomatie française. La reprise de la guerre contre les Provinces-Unies vient remettre en cause l’équilibre fragile de ces régions. La correspondance de trois envoyés français, Baugy, Brasset et Bautru, permet de constater cette évolution dangereuse, mais aussi de voir comment la cour de l’infante se place au carrefour des tensions internationales qui impriment leur marque sur la vie politique des Pays-Bas. Bruxelles apparaît comme un lieu d’observation et de négociation pour les grandes puissances. La ville offre une forme de liberté pour les représentants du roi de France qui peuvent s’informer, d’autant que la cité s’impose comme un véritable carrefour, où les nouvelles affluent. Terre de combats, les Pays-Bas méridionaux sont aussi terre de discussion, d’entretiens discrets, de confrontations politiques, mais aussi d’intrigues secrètes, voire de conspirations. Les agents français tentent à l’intérieur du pays de jouer des noblesses locales contre les autorités espagnoles, mais aussi de lancer des offensives politiques vers l’extérieur, contre les ennemis de la France. |

As the clashes between France and Spain take place along this northern border, this new organization may look favorable to the action of French diplomacy. The resumption of the war against the United Provinces will upset again the fragile equilibrium of these regions. The correspondence written by three French envoys, Baugy, Brasset and Bautru, permits to witness these dangerous developments, but also to see how the Infant’s court sets itself at the crossroads of the international tensions that leave their mark on the political life of the Low Countries. Brussels then turns into an observation post and a negotiation ground for the major powers. The city offers a kind of freedom for the representatives of the king of France who can thus have access to information, all the more so as the city imposes itself as a necessar y crossroads where all information converge. A land of fighting, the southern Low Countries are also a land of discussions, of discreet talks, of political confrontations but also of secret plots if not of outright conspiracies.
