| Summary, etc. | Lors des années 1760-1770, le commerce des grains a été un thème majeur du débat public. La sphère intellectuelle s’est emparée de cette question pour défendre ou combattre la libéralisation d’une activité vitale pour l’économie du royaume et la subsistance de ses habitants. Sous la houlette du Contrôle général, les intendants des provinces étaient les principaux agents de la police des grains dans le ressort de leur généralité et il leur appartenait de faire appliquer et respecter la législation en vigueur, et de prendre en cas de nécessité les mesures appropriées aux circonstances, notamment en période de crise frumentaire prolongée. C’est pourquoi sous le ministère de l’abbé Terray, ils furent mis à contribution pour donner leur avis sur la politique à suivre en matière de commerce des grains. Cette étude concerne principalement les intendants des provinces septentrionales. Leur action et leurs réactions permettent de montrer qu’au-delà de l’enjeu économique et d’une réputation d’administrateurs libéraux, ils ont été les relais d’opinion d’une politique pragmatique et interventionniste, menée par un ministre également soucieux d’une gestion politique de la communication dans ce domaine ultra-sensible qu’était celui du commerce des grains. |

| Summary, etc. | Intendants of the Generalities of Northern France and Grain Trade at the End of Louis XVth’s ReignOver the years 1760-1770, grain trade was one of the major issues debated across the public. The intellectual sphere invested this issue either to advocate or to combat the liberalization of an industry vital to the economy of the kingdom and the subsistence of its inhabitants. Under the leadership of the General Comptroller, the intendants of the various provinces were the main officers in charge of the grain trade police in the jurisdiction of their generality and it was their duty to enforce the current legislation and, if need be, take the appropriate measures to cope with the circumstances, particularly in case of a prolonged wheat supply crisis. This is the reason why, under the Abbé Terray’s Ministry, they were asked to contribute and give their opinion on the policy to be developped in matters of grain trade. The current paper deals essentially with the intendants of the provinces of northern France. Their actions and reactions highlight the fact that, beyond the economic stakes and their reputation as free-market administrators, they also acted as the opinion relays of a pragmatic and interventionist policy implemented by a Minister concerned with a political management of communication in such a highly sensitive issue as that of grain trade. |
