| Summary, etc. | Le gouvernement central des Pays-Bas autrichiens entend imposer en 1783 une réforme visant à la professionnalisation de la police à Bruxelles. Cette volonté amène le Magistrat de la capitale des Pays-Bas à se prononcer sur le plan qui lui est soumis et, surtout, à suggérer le moyen de financer le projet. En dépit de ses réserves, il s’exécute et propose à dessein la levée d’un impôt peu apprécié du public, une capitation. L’échelle de taxation par classes qu’il élabore reflète, au travers de la stratification socio-professionnelle, le poids relatif accordé à chacune des composantes de la population imposable. Afin de démontrer la pertinence de son calcul, le Magistrat l’applique, à titre d’exemple, au quartier de la Cour, dont la physionomie est ainsi quelque peu dévoilée. Comme l’espéraient les autorités bruxelloises, l’ampleur du coût et l’impact psychologique que provoquerait l’adoption de la mesure conduisent rapidement le gouvernement à faire marche arrière. |

| Summary, etc. | Taxation and Social Stratification in Brussels in 1783. The Quartier de la CourThe central government of the Austrian Netherlands is bent on imposing, in 1783, a reform aiming at professionalizing the police in Brussels. This determination leads the Magistrate of the capital city of the Netherlands to rule on the project that is submitted to him and above all to suggest means to finance this plan. In spite of his reservations, he complies and deliberately proposes the levy of a tax that the public will hardly appreciate, a head tax. The tax scale he proposes for each individual class illustrates, through the socio-professional stratification, the relative weight attributed to each component of the taxable population. In order to demonstrate the relevance of his calculation, the Magistrate enforces it, to serve as an example, in the Quartier de la Cour, whose aspect is thus somehow revealed. As the Brussels authorities secretly hoped, the scale of the expenses and the psychological impact that the adoption of such a measure would cause rapidly lead the government to back off. |
