| Summary, etc. | Les différents territoires constituant les Pays-Bas dits espagnols puis autrichiens ont tous, à des degrés divers, disposé d’assemblées représentatives connues sous le nom d’états, staten. Des députations restreintes en constituaient les organes exécutifs. Principalement concernées par la fiscalité, avec le vote des aides ( beden) au souverain, elles ont parfois été en mesure de mener une politique financière propre et d’intervenir dans le secteur des travaux publics. La persistance d’un contrôle du gouvernement, qui ne se restreint pas au fil des générations, et le défaut fréquent de solidarité, qu’expliquent des divergences d’intérêts, ont pu en affaiblir voire paralyser le fonctionnement. Les états provinciaux n’en demeureront pas moins des acteurs de poids dans les rapports qu’entretiennent les gouvernants et leurs sujets, en particulier pour l’octroi voire la gestion des subsides que les premiers réclament aux seconds. |

| Summary, etc. | Provincial Estate Assemblies in the Ancient Netherlands ( xvith- xviiith Centuries) : Acme, Surge or Decline ?The various territories constituting the so-called Spanish, later Austrian, Netherlands have all had, to various degrees, representative assemblies known as estates, staten. Select committees constituted their executive bodies. Mostly concerned with taxes, with the vote on the subsidies ( beden) to the sovereign, they were occasionally in a position to develop a proper financial policy and play a part in the field of public works. The persistence of a control by the government which does not relent over many generations, and the frequent lack of solidarity, which diverging interests may explain, led to a weakening, when not an outright paralysis, of the workings of these bodies. The provincial estates remain all the same fundamental actors in the relationship between the authorities and their subjects, in particular for the granting or the management of the subsidies the former request from the latter. |
