| Summary, etc. | Rejetée en Flandre, la réforme de L’Averdy est appliquée dans trois cités de Flandre Maritime dont le port de Dunkerque, champion zélé de la réforme. Cependant son adhésion n’est qu’apparente et procède en réalité d’une volonté de réduire le fardeau fiscal. Contraintes d’appliquer une réforme qui menace l’autonomie financière et l’identité même des cités flamandes, les élites locales tentent de la pervertir tout en l’utilisant pour sanctionner les créatures de l’intendant, tièdes défenseurs des libertés urbaines. Si les modalités de recrutement du corps scabinal changent au détriment des négociants et permettent une ouverture vers l’élite artisanale, cette dernière ne parvient guère à entrer à l’hôtel de ville. Temps de bouleversements, cette période donne le goût de la politique à certaines jurandes et prépare les revendications de 1789. |

| Summary, etc. | Municipal Elites and the L’Averdy Reform in Maritime FlandersRejected in Flanders, the L’Averdy reform is implemented in three cities of Maritime Flanders among which the port of Dunkirk, zealous champion of the reform. However, its adhesion is only apparent and proceeds in reality from a desire to reduce their tax burden. Forced to enforce a reform that threatens the financial autonomy and the very identity of the Flemish cities, the local elites try to pervert it while using it at the same time to control the creatures of the intendant, lukewarm defenders of the urban liberties. If the modalities for the appointment of the aldermen change at the expense of the merchants and make for an opening towards the elite of the craftsmen, these latter hardly make it to the town council. A period of upheavals, this period gives certain guilds a taste for politics and paves the way for the 1789 claims. |
