Summary, etc. Depuis la restauration de leur indépendance en 1991, l’Estonie, la Lettonie et la Lituanie ont fait le choix d’une transition rapide vers l’économie de marché, adoptant les outils économiques libéraux qui ont entraîné un désengagement certain de l’État. Logiquement, l’on pouvait prévoir que l’évolution du marché du travail dans ces pays se caractériserait par une grande flexibilité. Or, contre toute attente, la législation protectrice de l’emploi (LPE) y est solidement établie et rapproche les pays baltes des normes européennes, voire s’avère, sur certains points, plus protectrice que dans le reste de l’UE. Cette apparente sécurité de l’emploi est toutefois contrebalancée par un certain nombre de dérogations et de contournements qui octroient de facto aux employeurs une flexibilité informelle. Cette spécificité des marchés baltes du travail – sécurité et flexibilité – aurait sans doute pu permettre la mise en place du modèle de flexicurité mais, en aggravant les déséquilibres et les inégalités, la crise qui a éclaté en 2008 a offert aux dirigeants et employeurs baltes la possibilité de renforcer les tendances à la flexibilité, désormais assumée et légitimée par l’urgence de la situation.

Summary, etc. Since independence was restored in 1991, Estonia, Latvia and Lithuania have made the choice for a rapid transition toward a market economy by adopting a policy based on free enterprise and the reduction of government interventions in the economy. We would logically predict that a high degree of flexibility characterizes changes in labor markets there. Contrary to expectations however, employment protection legislation (EPL) has been solidly established. It has brought these countries closer to European standards and, on some points, offers more protection than what is provided elsewhere in the EU. Counterbalancing this apparent employment security are exonerations and circumventions that grant de facto an informal flexibility to employers. This particularity of Baltic labor markets — security and flexibility — could have served to develop flexicurity. However the 2008 recession, with its negative impact on equilibria and equality, has provided Baltic leaders and employers with the possibility of reinforcing flexibility, a trend assumed and legitimated owing to the current emergency.
