| Summary, etc. | Les crises gazières entre la Russie et l’Ukraine ont mis au premier plan des politiques énergétiques de l’Europe la question de sa sécurité gazière. Dans le même temps, la libéralisation des marchés gaziers de l’UE est susceptible, à terme, de profondément changer les relations entre fournisseurs et consommateurs jusque-là organisées autour des contrats Take or Pay. C’est dans ce contexte que l’UE envisage l’ouverture d’un quatrième corridor d’approvisionnement en gaz naturel qui permettra de diversifier tant les routes que les sources d’approvisionnement. Cependant, plusieurs facteurs pourraient remettre en question cette stratégie. La crise d’août 2008 entre la Géorgie et la Russie a démontré la fragilité et l’instabilité de l’approvisionnement de l’Europe par la « voie caucasienne » à partir du gaz de la Caspienne. La matérialisation du « corridor Sud » dépendra de facteurs économiques mais aussi de ceux, plus géopolitiques, ayant trait à des incertitudes politiques régionales majeures. |

| Summary, etc. | Abstract : The “gas crisis” between Ukraine and Russia has drawn attention to the security of Europe’s natural gas supply. The EU’s liberalization of this market might deeply alter the relations between producers and consumers, which are now ultimately based on take-or-pay provisions. In this context, the EU is planning a fourth pipeline that, through the Caucasus, will diversify its gas supply. Several factors cast doubt on this strategy’s feasibility. The Russian-Georgian conflict in August 2008 has shown how vulnerable a Caucasian supply line might be for delivering gas from the Caspian Sea to Europe. Whether or not the pipeline through the Caucasus materializes will depend on economic factors and geopolitical risks in this region. |
