| Summary, etc. | This paper seeks to further recent reflections by scholars on whether James C. Scott’s concept of “high modernism” provides a useful framework to analyse Soviet irrigation schemes in Soviet Central Asia. Empirically, it looks into the irrigation development and land reclamation project of the Hungry Steppe in Soviet Central Asia during the post-Stalinist period with a focus on the Tajik SSR. Two aspects of the Hungry Steppe project are examined: the discursive shift which enabled to reframe the steppe as arable land, and the changes in resettlement policies for populating the newly reclaimed areas. The paper concludes that despite the manifold criticism voiced towards the concept of “high modernism”, it proves nevertheless productive in explaining the big discursive shifts related to post-Stalinist large-scale Soviet irrigation schemes such as the Hungry Steppe project. At the same time, it fails to account for, let alone explain the complexity of these shifts. |

| Summary, etc. | Cet article a pour objet les récentes réflexions qu’ont menées les chercheurs sur la notion de high modernism élaborée par James C. Scott. Nous tenterons de déterminer si elle offre un cadre d’analyse pertinent pour l’étude des modèles d’irrigation en Asie centrale soviétique. D’un point de vue empirique, nous examinerons le développement de l’irrigation et la mise en valeur de la Steppe de la faim pendant la période poststalinienne, en concentrant plus particulièrement notre attention sur la RSS du Tadjikistan. Nous étudierons deux aspects du projet de la Steppe de la Faim : le glissement idéologique qui a permis de transformer cette steppe en une terre arable et l’évolution de la politique de peuplement des territoires nouvellement mis en valeur. Il apparaît ici que, malgré les critiques nombreuses dont il a fait l’objet, le high modernism est un outil efficace pour expliquer les changements rhétoriques liés aux systèmes soviétiques d’irrigation à grande échelle tels que le projet de la Steppe de la Faim. Cependant, ce concept ne permet pas à lui seul de saisir la complexité de ces évolutions. |
