Summary, etc. | Ce qui est aujourd’hui en question dans la thèse de Clausewitz, ce n’est pas la présence de la force ni son importance dans la politique, mais la nature de leur relation. Actuellement paralysée au niveau supérieur, nucléaire, la violence se répand sous diverses formes à l’intérieur des États. La distinction jadis classique de Hobbes entre l’état civil et l’état de nature, caractéristiques respectivement des rapports intra- et interétatiques, s’en trouve singulièrement compliquée. À partir de ces réflexions, voici un essai de prospective concernant les diverses manifestations de la violence et les régions du monde qu’elles peuvent affecter. Summary, etc. | [RDN No 306, December 1971] The big question arising today from Clausewitz’s theory concerns neither the presence of force nor its importance in politics, but the nature of their relationship. Whilst currently paralysed at the highest—nuclear—level, violence of all forms is spreading within states. The once classical Hobbes distinction between the civil state and the natural state, which respectively characterise relationships within states and between them, has therefore become singularly complicated. Presented here is an essay based on these thoughts, with regard to the future, the various manifestations of violence and the regions of the world that they could affect. |
