Instead, we have vague rules and diffuse boundaries between policy and strategy, together with two areas of confusion: that of nuclear weapons and that of military intervention. The author explores the disorder and contradictions that are henceforth the constants of strategic deregulation that renders societies incapable of speaking to each other—despite the urgent need to do so. |
