| Summary, etc. | La politique du secret a été particulièrement développée en URSS, conduisant à mettre en place un ensemble toujours plus complexe de règles d’accès aux divers documents administratifs. Cet article étudie cette politique vis-à-vis de la statistique démographique, qui conduit à une circulation de l’information des plus parcellaires, non seulement vers le grand public, mais à l’intérieur même des administrations directement concernées. Nous faisons alors l’hypothèse que l’augmentation de la mortalité observée jusqu’à la chute de l’URSS doit être rapprochée de cette politique qui a conduit à une méconnaissance de ce phénomène tant dans la population que dans les milieux politiques qui auraient dû réagir. Les limitations extrêmement importantes à la circulation de l’information sont probablement l’un des facteurs expliquant le retard considérable pris par les pays de la sphère soviétique en termes de baisse de mortalité durant le dernier quart du xxe siècle. |

| Summary, etc. | Secrecy, a well-established policy in the USSR, led to ever more complicated rules about the access to administrative records. In the case of population statistics, this policy caused a piecemeal circulation of information not only to the general public but even within the administrations concerned. The increase in mortality observed before the collapse of the USSR should, it is hypothesized, be related to this policy, which left unaware and uninformed both the population and the politicians, who should have reacted. Restrictions on the circulation of information were probably one of the factors explaining why countries in the Soviet sphere lagged in terms of the lowering of mortality rates during the last quarter of the 20th century. |
