Summary, etc. La Turquie a accueilli avec prudence dans les années 2010 les projets chinois de nouvelles routes de la Soie, aussi appelées One Belt One Road (OBOR) puis Belt and Road Initiative (BRI). Les investissements chinois dans la construction, les infrastructures de transport, l’énergie et le secteur financier se sont développés en Turquie depuis la signature d’un accord bilatéral en 2015. Dans un contexte de crise économique et d’inégalités territoriales, ces investissements peuvent constituer pour l’État turc un levier alternatif d’aménagement du territoire. Cependant, ces investissements semblent se limiter à des partenariats ponctuels ou « symboliques », loin des ambitions commerciales et politiques promises par le rêve d’une nouvelle route de la Soie de la Chine à la Turquie. La BRI devient-elle aussi un partenariat politique et symbolique ?

Summary, etc. Turkey cautiously welcomed Chinese projects for reviving the “silk roads” as part of a policy called One Belt One Road (OBOR) and then the Belt and Road Initiative (BRI). Following a bilateral trade agreement signed in 2015, Chinese investments in Turkey have increased significantly, especially in the sectors of construction, transportation, energy and finance. In a context characterized by an economic recession, international tensions and geographical disparities inside Turkey, these investments provide the government with an alternative lever for territorial planning and development. However they are restricted to occasional, “symbolic” partnerships that fall short of fulfilling the dream of a new silk road running from China to Turkey. Is the BRI turning out to be a political, “symbolic” partnership?
