| Summary, etc. | Nous analysons les effets de la mise en place d’un fonds de réserve pour les retraites par répartition avant que ne survienne un vieillissement consistant en un allongement de la durée de vie. Nous nous plaçons soit en économie ouverte avec parfaite mobilité du capital, soit en économie fermée avec capital, salaire et taux d’intérêt endogènes. Nous montrons que, en l’absence d’imperfection, le bien être est accru dans tous les cas, que la générosité du régime de retraite soit maintenue ou que la pression fiscale reste stable, sauf s’il y a altruisme intergénérationnel. |

| Summary, etc. | Does the creation of a reserve fund for the PAYG pension system increase welfare? We analyse the effects of the creation of a reserve fund for the PAYG pension system; the fund is put in place before ageing appears, ageing consisting in an exogenous increase in life expectancy. We examine the open economy case, with perfect international capital mobility, and the closed economy case with endogenous capital, wages and interest rate. We show that in the absence of imperfections in all cases welfare is increased, when the generosity of the PAYG system is maintained and when tax pressure is stabilized as well, except in the case of intergenerational altruism. |
