| Summary, etc. | Indépendamment de la question des frais d’inscription, d’autres voies existent pour améliorer le financement de l’enseignement supérieur en France. La première concerne les clés de répartition des subventions de l’Etat aux Universités. Le système San Remo est stylisé et ses propriétés incitatives sont étudiées. A part des propriétés très remarquables pour contenir les coûts, il présente le défaut majeur de pousser à la fuite en avant en matière de création de diplômes. Nous suggérons des pistes nouvelles de répartition qui font jouer un rôle central à des indicateurs permettant d’introduire une concurrence par comparaison entre universités à propos des performances de leurs anciens diplômés sur le marché du travail. Une proposition de mise en œuvre met en jeu une petite adaptation de la feuille de déclaration d’impôt sur le revenu. Ensuite nous argumentons en faveur de l’introduction d’un système de prêt étudiant à remboursement contingent au revenu. L’étudiant ne rembourse que dans les bonnes années par un prélèvement additionnel à l’impôt sur le revenu. Nous proposons une variante à réechelonnement automatique. Le caractère complémentaire des deux réformes est également développé. |

| Summary, etc. | Financing of the university, financing of the studies Regardless of the issue of tuition fees, we explore new ways to improve the financing of higher education in France. We first study funding formula from the state to universities. The so called “San Remo” funding formula is modelled and its incentive properties are studied. Even if it is very powerful to contain costs, it presents the major drawback to push universities to increase the number of degrees. We suggest new funding formulae for teaching activities which introduce a yardstick competition between universities relative to their performance of their graduates on the job market. An implementation is proposed through a small change of the income tax return. In a second step, we argue in favour of the introduction of income contingent student loans. The student only repays through an extra income tax liability when his income exceeds some threshold. We propose a variant with automatic rescheduling. These two reforms are viewed as quite complement. |
