| Summary, etc. | Alors que les débats sur les politiques climatiques se concentrent sur la valeur du taux d’actualisation, on ne sait toujours pas ce que l’on doit actualiser. En effet, les coûts économiques potentiels (non-actualisés) du changement climatique sont largement inconnus et seules quelques études ont cherché à les estimer. La plupart d’entre elles ont abouti à des impacts économiques de l’ordre de quelques pourcents du Produit Intérieur Brut pour des réchauffements de quelques degrés. Ces études ont cependant négligé des mécanismes potentiellement importants, et ont souvent considéré un climat stabilisé. Cet article soutient que les impacts doivent être évalués en termes d’adaptation des systèmes économiques à un climat en évolution rapide. Pour cela, il est important de tenir compte: (1) de l’interaction entre l’incertitude sur le climat futur et l’inertie de certains secteurs économiques; (2) des contraintes économiques de court terme, qui sont centrales dans la réponse de l’économie à des chocs, climatiques ou autres. Finalement, les impacts du changement climatique ne peuvent être estimés en supposant que les sociétés seront parfaitement capables de gérer les nouveaux risques créés par le changement climatique, de nombreuses expériences passées en montrant la difficulté. Les mécanismes évoqués ici suggèrent que l’incertitude sur les dommages du changement climatique est encore plus importante que ce qui est communément admis. Alors que les débats sur le changement climatique n’ont jamais été aussi actifs, il est donc urgent d’accentuer nos efforts de recherche sur ce thème. |

| Summary, etc. | Are the economic impacts of climate change underestimated? While the economic debate on climate policy focuses on discounting, we do not know yet what to discount. The potential (non-discounted) socio-economic cost of climate change, indeed, is still unknown. Only a few studies have tried to estimate socio-economic costs of climate change. Most of them concluded that, for a warming of a few degrees, damages will be limited to a few percent of GDP. All these studies, however, have disregarded important mechanisms and have only considered the cost of a stabilized new climate. This article claims that the climate change issue should instead be framed in terms of the adaptation of socio-economic systems to a changing climate. Doing so, it calls for the taking into account of (1) the interaction between the uncertainty on future climate and the inertia of important economic sectors; (2) the shortterm economic constraints that will be key in the response to climate shocks. Finally, the impacts of climate change cannot be estimated assuming that societies will always be able to manage in a perfect way the subsequent change in risks, as past experiences demonstrate our poor ability to do so. These mechanisms suggest that the uncertainty on future climate change damages is even larger than it is usually acknowledged, and calls for additional research on climate change impacts. |
