| Summary, etc. | La Stern Review constitue à ce jour la synthèse la plus complète et la plus didactique sur l’économie du changement climatique. Malgré les apparences, elle ne constitue pas un simple manuel de référence. Son intérêt majeur est le parti pris de l’auteur en faveur de l’action face au changement climatique. Sa principale recommandation est la mise en place d’un marché international de permis d’émission permettant de coordonner l’action conduite par les différents pays. Un tel dispositif qui n’est pas celui recommandé en situation d’incertitude par l’analyse économique classique, semble être le seul qui puisse être accepté par une coalition suffisamment large d’acteurs. Pour être efficace un tel marché ne doit être que l’un des volets d’une politique plus générale qui agisse également sur l’innovation technologique, la solidarité avec les pays du Sud et le financement des infrastructures collectives, notamment en matière d’urbanisation, de transports collectifs et d’adaptation aux conditions climatiques de demain. |

| Summary, etc. | The Stern Review: commitment to action in the face of climactic risk The Stern Review constitutes today the most complete and didactic synthesis of the economics of climate change. Despite appearances, it is not, however, a simple reference manual. Its most attractive feature is the author’s commitment to action in the face of climactic risk. The report’s principle recommendation is the implementation of an international emission permit market permitting the coordination of action guided by the different countries. Such a mechanism, which is not recommended for use in uncertain situation within classical economics, appears to be the only option acceptable to a sufficiently large coalition of actors. Nevertheless, to be efficient, such a market must only be a single component of a larger political approach, further including technological innovation, solidarity with the southern countries and the financing of collective infrastructure, most notably in terms of urbanization, public transportation and adaptation to the climatic conditions of tomorrow. |
