| Summary, etc. | Onze ans après la création de l’euro, cet article fait le point sur la place de la monnaie européenne sur la scène internationale. La zone euro n’a pas encore trouvé son point d’équilibre en matière de représentation extérieure et son poids économique relatif est appelé à régresser dans les décennies à venir, mais l’euro n’en a pas moins acquis un rôle important sur les marchés financiers internationaux. La monnaie européenne s’est imposée comme réserve de valeur et comme monnaie régionale mais elle ne concurrence pas le dollar des États-Unis comme monnaie véhiculaire. Son potentiel de rayonnement demeure important, notamment en cas d’unification du marché des titres de dette publique libellés en euro. Un scénario possible est l’avènement, spontané ou non, d’un système polycentrique dans lequel l’euro jouerait un rôle-clé aux côtés du dollar et peut-être du yen ou du renminbi. Le système monétaire international reconnaîtrait alors la réalité d’une économie mondiale devenue multipolaire et dépasserait le paradoxe de Triffin, qui menace aujourd’hui la domination du dollar. L’impact d’une telle évolution sur le taux de change de l’euro est incertain, le lien entre statut international et taux de change des monnaies n’étant pas univoque. Tout au plus les Européens pourraient-ils espérer que dans un tel environnement, le taux de change de l’euro amortirait mieux les chocs économiques qui frappent la zone euro, ce qu’il n’a guère fait par le passé. |

| Summary, etc. | The international role of the euro : chronicle of a decade Eleven years after the creation of the euro, this article surveys the international role of the European currency. The external representation of Eurozone has not yet reached its equilibrium point, and the relative economic weight of the area is bound to diminish in future years but this has not prevented the euro from gaining a prominent role on international financial markets. The euro has risen mainly as a reserve of value and as a regional currency but it has not become a competitor to the US dollar as a vehicle currency. Its development potential is still large, in particular if the markets for euro-denominated government securities were to be unified. A possible scenario would be the advent of a multi-centered system with several key currencies, including the dollar, the euro, and possibly the yen and the renminbi. The international monetary system would thus follow the rebalancing of economic power and this would solve the Triffin paradox, which threatens today the dominance of the dollar. The consequences for the exchange rate of the euro would be unclear, the link between the international status of a currency and its exchange rate being ambiguous. At most could the Europeans hope in such an environment that the exchange rate of the euro would better cushion the economic shocks faced by the Eurozone, which it has not really done so far. |
