| Summary, etc. | Durant la période de la Reconstruction, le gouvernement fédéral des États-Unis instaure progressivement le régime d’étalon espèces-or et la convertibilité de la monnaie-papier émise durant la guerre de Sécession. De manière décisive, la politique d’une monnaie forte s’accompagne d’une politique de protection des industries nationales. Toutefois, la littérature sur le sujet n’a consacré que peu de pages à l’articulation entre la politique monétaire et la politique tarifaire. Pour combler ce vide, le présent article examine les conditions économiques, le jeu des coalitions politiques et la combinaison monétaire et tarifaire de la Reconstruction. Il construit alors une matrice reposant sur une double dichotomie, l’une au niveau monétaire (monnaie forte versus monnaie faible), l’autre au niveau tarifaire (protectionnisme versus libre échange). Il en déduit une analyse en termes de policy mix monétaire et tarifaire (monnaie forte et protectionnisme, monnaie faible et libre échange), ce qui permet d’apprécier les conditions et la cohérence du régime monétaire et de la politique d’industrialisation mise en œuvre par le gouvernement républicain. |

| Summary, etc. | The Political Economy of Money: The Monetary Regime of the Reconstruction in the United States During the period of the Reconstruction, the federal government of the United States progressively put into place the gold specie regime and the convertibility of the paper money issued during the Civil War. In addition, the instauration of the hard money was combined with the tariff policy that aimed at protecting infant industry. Notwithstanding, the literature on this issue has not significantly explored the articulation between the monetary policy and the tariff policy. To fill this void, the present paper examines the economical conditions, the political coalitions and the monetary and tariff combination of the Reconstruction. It builds a matrix that rests upon a double dichotomy, at a monetary level (hard money versus soft money), and at the tariff level (protectionism versus free trade). It then deduces an original analysis in terms of monetary and tariff policy mix (hard money and protectionism, soft money and free trade), which contributes to pondering the conditions and coherency of the monetary regime and the industrialisation policy implemented by the Republican government. |
