| Summary, etc. | RésuméNous proposons une mesure simple pour favoriser le retour à l’emploi des chômeurs en fin de droits. Ceux-ci pourraient être embauchés pour remplacer un salarié qui part à la retraite, qui transmettrait ainsi son savoir-faire au nouvel entrant et qui bénéficierait d’une cessation progressive d’activité. Cette période de « tuilage » s’étendrait sur six mois pendant lesquels l’entreprise ne supporterait aucun surcoût si elle s’engage dans ce dispositif. La note détaille plus précisément la proposition, apporte des éléments pour chiffrer la mesure et cherche à évaluer les difficultés de mise en œuvre du dispositif. |

| Summary, etc. | We are proposing a simple measure in order to allow unemployed people who have exhausted their unemployment benefits to go back to work. These people would be hired to work alongside (and then replace) an employee preparing for retirement, who would pass his experience on to the new employee while benefiting from progressive activity cessation during his six last months at work. No additional cost would fall on the firm during the transition period. Our note describes the proposition more precisely, brings in elements to evaluate the extent and the cost of the measure, and tries to appreciate the difficulties of implementation.
