| Summary, etc. | La Québec étant une « société neuve » donne à voir différents modèles d’occupation de ses différents territoires. Sa structuration spatiale présente une région centrale, des régions intermédiaires et des régions périphériques et on observe une déconnexion entre celles-ci et notre métropole. Trois modèles de développement rural ont caractérisé l’histoire québécoise : le développement territorial par la petite propriété, par la grande entreprise et par l’État. Ils ont imprégnés la conscience collective et influencent les représentations différenciées du développement territorial. À la suite du succès limité des politiques descendantes de développement régional, une nouvelle approche basée sur la mobilisation des acteurs locaux a émergé. Dans ce renversement de l’action publique, la ruralité de refaire surface et de devenir un objet de la politique publique. Nous montrerons alors que la Politique nationale de la ruralité du Québec est une politique innovatrice qui propose un véritable modèle de développement territorial durable. |

| Summary, etc. | Rural regions in Quebec: toward a sustainable territorial development model Quebec is a new society where we can study the models of settlement. The spatial pattern is divided between one central region and various intermediary and peripheral regions and those last ones seemed disconnected to our metropolis. Three pattern of rural settlement as dynamics of regional development characterise the Quebec rural history : the development by the big foreign enterprise, the development par the small owners of the land and the development par the State. From those patterns, a strong collective consciousness has generated various representations of what is the appropriate model of regional development. Considering the limited success of those top-down regional development policies, a new approach based of place-based development and local actors capacity-building is emerging and we will show that the recent Quebec rural policy is designed in that perspective and it is good example of an innovative public policy offering a genuine model of sustainable territorial development. |
