| Summary, etc. | Le développement durable est devenu, depuis deux décennies, un référentiel prégnant pour l’action publique. Son introduction dans la planification spatiale a amené de nouveaux objectifs, de nouveaux modes d’élaboration et promu de nouvelles échelles spatiales. Cet article retrace de façon comparative ces évolutions, en Angleterre et en France. Puis il analyse les effets de ces réformes : comment le « verdissement » de la planification se confronte-t-il aux systèmes institutionnels, qui évoluent dans un temps long ? La France illustre un cas de forte décentralisation des décisions en matière de planification, où la recherche de cohérence et de durabilité reste réduite. En Angleterre, les orientations nationales sont plus fidèlement retranscrites dans les plans. On conclut que l’hétéronomie des collectivités locales est un élément important pour la déclinaison territoriale des principes du développement durable. |

| Summary, etc. | For two decades, sustainable development has become the bottom line of spatial public policies. Its introduction in spatial planning has brought new goals, new ways of developing and promoted new spatial scales. This article comparatively traces these developments, in England and France. Then it analyzes the effects of these reforms: how does the "greening" of planning confront institutional systems that evolve in a long time? The case of France illustrates a strong decentralization of decisions in planning, and the search for coherence and sustainability remains weak. In England, the national guidelines are faithfully transcribed in the plans. It is concluded that local authorities heteronomy is an important element for territorial declination of sustainable development principles. |
