Summary, etc. | Cet article s’appuie sur une étude de cas portant sur la production massive des lotissements planifiés ( planned developments ou planned communities) dans la région urbaine de Los Angeles et analyse les contextes de production des espaces suburbains. À partir d’un croisement de données issues de relevés de terrain (base de données de 2 518 lotissements planifiés produits depuis 1970), d’une enquête auprès des représentants de gouvernements locaux, et de données issues du recensement et des permis de lotir, cette contribution analyse la manière dont le développement des lotissements planifiés résulte d’une série de relations reposant sur des régimes de contractualisation financière et d’endettement qui lient les promoteurs, les gouvernements locaux, les districts spéciaux, les copropriétés, et in fine les acquéreurs. Ce système, révélé lors de la crise des subprimes, repose sur une croyance partagée d’une valorisation immobilière, dont il est démontré qu’elle est très incertaine. |

Summary, etc. | This research elaborates on a case study of how planned developments are massively produced in the Los Angeles metropolitan region and its margins. It aims at analyzing how actors interact and frame the suburban production contexts. Data used derive from a database of 2518 planned communities built after 1970 (proprietary data collected during field research), interviews conducted with local governments’ planners, census data, and governmental agencies data. The production of planned developments is framed by a series of financial interaction and contracts and debts, yielding a high dependency between developers, local governments, special districts, property owners associations and, lastly, homeowners. Such a financialized system has been revealed by the foreclosure crisis, as it depends upon a shared belief in a constant growth of property values. Data show that this constant growth, in studied areas, is a rather uncertain outcome. |
