| Summary, etc. | Les forces et faiblesses des territoires face à la mondialisation ont trop souvent été évaluées au regard de leurs activités industrielles, conduisant à mener des politiques de soutien en réponse aux difficultés de ce secteur, sans toutefois freiner la désindustrialisation des régions. Le rôle des services comme moteur régional a été globalement négligé. Cet article analyse la situation de la Haute-Normandie, industrialisée et affectée par la crise, et étudie la spécialisation en services de ses zones d’emploi en s’appuyant sur une typologie récente des services (DATAR, 2010). Des atouts apparaissent (faible spécialisation dans les services les plus volatils, poids des services d’intermédiation...). Trois angles de vulnérabilité potentielle sont néanmoins préoccupants : un poids significatif des services collectifs dans un contexte national de redistribution géographique ; une faible part des services cognitifs ; la spécialisation dans les services les plus volatils de la zone la plus industrialisée (Vallée de la Bresle). |

| Summary, etc. | Services and vulnerability inside manufacturing based territories: tertiary specialisation of employment areas in Haute-Normandie Effects of globalisation on territorial strengths and weaknesses have often been assessed depending on the industrial activities, leading to promote public policies towards manufacturing sector, without slowing de-industrialisation. However, services may boost the industrial areas. This article takes the example of the Haute-Normandie region, particularly affected by the current crisis, and examines the specialization in services inside the regional areas of employment based on the recent typology of services (DATAR, 2010). If assets have appeared (weak specialization in the most volatile services, weight of the logistics...), three elements worry: a significant weight of collective services in a national context of geographical redistribution; a low weight of knowledge intensive based services; the specialization of the Vallée de la Bresle, the most industrialized area, in the support functions-related services, the most volatile. |
