| Summary, etc. | Les proximités géographiques et organisées constituent des grilles d’analyse utiles pour la lecture des conflits environnementaux locaux, notamment ceux d’usage et de voisinage, comme ceux provoqués par les « Locally Undesirable Land Use » ( Lulu) de la littérature nord-américaine des années 1980. Nous en proposons une application aux installations de stockage de déchets non dangereux de la France métropolitaine, à partir d’une connaissance géographique exhaustive de ces installations (avec des données originales en termes de proximité géographique) et d’une enquête de terrain sur neuf sites représentatifs. Au-delà de résultats classiques en termes de proximités géographiques et organisées, cette enquête montre comment les acteurs appréhendent et exploitent la notion de proximité, elle-même encadrée par une législation environnementale dont les aspects territoriaux et planificateurs sont en pleine évolution, mettant en tension scalaire différents intérêts généraux locaux. |

| Summary, etc. | An analysis of locally undesirable facilities in terms of proximity economicsThe geographical and organized proximities constitute useful grids for the analysis of local environmental conflicts, in particular, those related to land use such as the ones caused by the "Locally Undesirable Land Use" (L ulu) of the North American literature of the 1980s. We suggest an application to sanitary landfills for non-hazardous waste in metropolitan France, based on an exhaustive geographical knowledge of these facilities (with original data in terms of geographical proximity) and a field survey conducted on nine different sites. Beyond classical results in terms of geographical and organized proximities, this survey shows how the stakeholders apprehend and use the notion of proximity, which is itself framed by environmental legislation whose territorial and planning aspects are in full evolution, putting in scalar tension different general interests at the local level. |
