| Summary, etc. | Cet article examine la possibilité de théoriser le capacity building et de lui conférer des accises scientifiques à partir de l’étude du cas de l’aéroport d’Ottawa. Le capacity building englobe un vaste éventail de pratiques et d’actions visant à créer des capacités nouvelles chez les individus, dans les organisations et dans les territoires concernés. Les aéroports constituent des vecteurs importants du développement économique des territoires sur lesquels ils sont implantés et contribuent au renforcement des capacités locales. Les activités du secteur de l’aviation agissent ainsi comme des leviers de construction de capacités à l’échelle locale, ce qui suggère l’existence d’un lien entre la performance des aéroports commercialisés et le dynamisme économique du territoire. Cette création de valeur locale est associée au concept du capacity building tel que les spécialistes du développement le conçoivent. Classification JEL : R49 |

| Summary, etc. | This paper examines a possible theorisation of capacity building in order to provide the concept with scientific legitimacy and foundations. Our research builds on empirical data originating from the study of the Ottawa airport modernization process. Capacity building encompasses a wide array of practices and actions aimed at creating new capacities for people, organizations and territories. Air transport is considered a catalyst of economic growth in the vicinity of airports and contributes to the strenghthening of capacities at the local level. As a consequence, performance of commercialized airports and local economic dynamism seem tied. Such value creation registers in “capacity building” in the sense development experts view it.
