| Summary, etc. | Dans les mois qui ont précédé les Jeux Olympiques et Paralympiques de Paris 2024, des polémiques brèves mais vives ont éclaté autour des transports. Cet article propose de prendre du recul et de questionner le projet de transport de Paris 2024 à travers l’étude des candidatures françaises depuis 1992 et de l’évolution du contexte régional. En effet, si le projet du Grand Paris Express est concomitant de la candidature et de la préparation à l’organisation des Jeux, nous démontrons ici que depuis l’élection de Paris en 2017, il est toujours apparu impossible de la part des concepteurs du projet et des institutions publiques en charge de son contrôle, de poursuivre les objectifs politiques d’ouvrir les nouvelles lignes de métro et de RER à l’horizon 2024. Par une étude des temporalités politiques et urbanistiques, et via l’analyse de la littérature grise, des documents de candidature et de rapports, cet article met en lumière la complexité de faire concorder le projet urbain olympique éphémère très contraint dans le temps avec les projets d’aménagements et de développement préexistants à la candidature. |

| Summary, etc. | As the Paris 2024 Olympic and Paralympic Games approach, and with brief but intense controversies erupting around transportation, this article proposes to step back and consider the Paris 2024 transportation project through a study of French bids since 1992 and the changing regional context. Indeed, while the Grand Paris Express project is concomitant with the bid and preparations to host the Games, we show that since Paris was selected in 2017, it has always appeared impossible for the project’s designers and the public institutions in charge of monitoring it to pursue the objectives defined at political level of opening the new metro and regional rail (RER) lines by 2024. Through a study of political and urban planning temporalities, and an analysis of documents relating to the bid and reports, this article highlights the complexity of reconciling the ephemeral and urgent urban Olympic project with pre-existing planning and development projects. |
