| Summary, etc. | Les organisations internationales (BIT, Banque mondiale) et les politiques publiques dans les pays en développement fondent de grands espoirs sur la numérisation pour formaliser et ainsi rendre plus efficaces des économies qui sont à dominante informelle. L’article soumet cette thèse à la critique en examinant l’utilisation du numérique, en fait des téléphones et des smartphones, dans la coordination entre les acteurs économiques d’une filière dynamique de la Côte d’Ivoire, celle de la vente de pièces détachées d’automobile. L’article définit tout d’abord les concepts d’informalité, de formalisation et de numérisation qu’il utilise et précise leurs rapports. Puis la démarche ethnographique mobilisée est justifiée et présentée ainsi que le terrain d’enquête, les casses automobiles d’Abidjan. L’analyse des relations entre les acteurs économiques et du rôle qu’y jouent les smartphones est ensuite menée à l’aide des verbatims de l’enquête. Enfin, l’article commente et discute les principaux résultats. Le principal est que les outils numériques utilisés tendent à renforcer les interactions informelles tout en favorisant une forme de formalisation ne s’inscrivant pas dans les dispositifs de codification et d’enregistrement étatiques des transactions. |

| Summary, etc. | International organizations (ILO, World Bank) and public policy makers in developing countries have high hopes that digitization will formalize predominantly informal economies and thus make them more efficient. This article questions that perspective by critically examining the use of digital technology – telephones and smartphones – in the coordination of a dynamic supply chain in Côte d’Ivoire: the sale of car parts. It first defines the concepts of informality, formalization and digitization, thus clarifying their relation to one another. It then justifies and presents the ethnographic approach used, along with the research field: scrapyards in Abidjan. An analysis of the relationships between the economic actors involved and of the role played by smartphones follows, based on field notes from the study. Finally, the article comments on and discusses the main findings: primarily that the digital tools used tend to strengthen informal interactions while also promoting a type of formalization out of line with governmental frameworks for the codification and recording of transactions. |
