| Summary, etc. | L’article retrace l’importation de nouveaux principes et instruments d’action publique au cours du processus d’élaboration de la loi République Numérique entre 2012 et 2016. La loi consacre en effet le principe d’une plus grande transparence de l’action publique et expérimente de nouveaux dispositifs numériques de participation des citoyens. L’analyse met l’accent sur le rôle et le travail de réformateurs numériques au sein de l’espace gouvernemental et administratif. Elle restitue les ressources et stratégies qu’ils mobilisent pour promouvoir ces nouvelles pratiques et la manière dont elles s’articulent à une procédure administrative fortement codifiée d’élaboration de la loi. L’article plaide plus généralement pour une réinscription de l’étude des procédés de gouvernementalité numérique dans celle des rapports de force et routines bureaucratiques qui caractérisent l’organisation des gouvernements. |

| Summary, etc. | The article analyses the introduction of new public policy principles and instruments during the drafting of the Digital Republic Act between 2012 and 2016. This law, which enshrines the principle of greater transparency in public policy, enabled experiments with new digital devices for citizen participation. The analysis focuses on the role and work of digital reformers within the governmental and administrative spheres. It describes the resources and strategies behind the promotion of these new practices, and their articulation to a highly codified administrative procedure for drafting legislation. More generally, the article argues for reincorporating the analysis of digital governmentality processes into the study of power relations and bureaucratic routines characterizing the organization of governments. |
