| Summary, etc. | La France connait depuis de nombreuses années des attentats menés soit au nom d’Al Quaida, soit au nom de Daesh, ce qui l’a contrainte à adapter sa législation et à permettre au système judiciaire de se renforcer. Qu’y a-t-il derrière les déclarations et le verbe fermes des autorités politiques ? Que se passe-t-il sur le terrain au quotidien au niveau de la prévention, de la répression et de l’anticipation des éventuels attentats ? On constate au-delà du foisonnement des textes, une pluralité d’intervenants aussi bien dans le domaine du renseignement que dans celui des nécessaires interventions de neutralisation ; on peut se demander si la diversité ne nuit pas à la concertation et à l’efficacité des services. Comme on peut s’interroger sur la réelle efficacité de la mise hors d’état de nuire des terroristes. Un état des lieux paraît donc opportun quitte à conserver une inquiétude légitime sur la durée de ce combat que désormais nombre de responsables politiques acceptent de nommer une guerre où la communication est devenue une arme redoutable ; une guerre qui ne peut que se dérouler avec une concertation européenne. |

| Summary, etc. | For several years, France has endured terrorist attacks led in the name of either Al Quaida or Daesh which have forced her to adapt her legislation and to reinforce her judicial system. What lies behind the declarations and firm stands of political authorities? What is done everyday, on the ground, in terms of prevention, repression and anticipation of potential attacks ? Beyond the proliferation of texts we now have several actors involved in the area of intelligence gathering a well as the necessary neutralisation interventions, and we can ask ourselves whether such duplication may not have a negative impact on the coordination and efficiency of the different services. How can we assess the real impact of the neutralisation of terrorists? An evaluation seems appropriate, even if we have to maintain a legitimate concern about the length of this battle, that many political figures now call a war. A war where communication has become a terrible weapon, a war that can only be led through European coordination. |
