Summary, etc. | La politique de modernisation de l’administration a été marquée par la mise en place d’outils ou de méthodes telles que la démarche de qualité, le contrôle de gestion, l’évaluation... qui sont souvent présentées comme la solution à l’ensemble des problèmes de management de l’administration publique. Or une méthode devient stérile quand elle est une finalité en elle-même et qu’elle prétend à être applicable de manière universelle, car l’administration n’est pas une machine fermée sur elle-même mais ouverte et en lien avec le politique, la société, l’économie. Il est donc nécessaire de donner sens aux méthodes de modernisation de l’administration : non seulement de les mettre explicitement au service d’une finalité politique et sociale plus large que la seule recherche d’efficience, mais aussi de permettre aux cadres et personnels de s’en approprier réellement la signification. De la sorte, la méthode peut alors devenir une « démarche » au sens d’une culture de progrès partagé, clef de sa réussite. |

Summary, etc. | – Ensuring that methods for modernising the administration serve a real purpose – An important feature of modernisation policy has been the introduction of tools or methods such as quality, management control, evaluation and so on. These are often presented as the solution to all management problems in public administration. However, a method becomes unproductive when it is an end in itself and when it claims to be universally applicable. The administration is not a self-sufficient machine, closed on itself ; it is open and it has links with the political sphere, society, and the economy. It is necessary therefore to ensure that methods used for modernising the administration serve a real purpose : not only to put them explicitly at the service of a political and social goal that is broader than a basic efficiency drive, but also to actually enable managers and staff to buy into it. In this way, the method can become an “approach” in the sense of a shared culture of progress, and this is a key to its success. |
