| Summary, etc. | Si la question de la relation entre « démocratie » et « administration » est une question récurrente, elle est désormais pensée en termes nouveaux : alors qu’il s’agissait traditionnellement de savoir dans quelle mesure et à quelles conditions l’administration était conforme à l’idéal démocratique, donc « démocratique », celle-ci tend à être conçue comme le support et le vecteur d’une démocratie rénovée : la promotion du thème de la « démocratie administrative » traduit bien ce basculement. Impliquant la consécration de droits nouveaux en faveur des administrés, la démocratie administrative entend aussi à les associer aux processus administratifs, dans le cadre de mécanismes de délibération et de participation. Bien qu’elle ne soit pas dénuée d’importance, cette inflexion n’entraîne pas pour autant la promotion d’un modèle administratif radicalement nouveau. |

| Summary, etc. | — From democratic administration to democracy in public administration — While the relationship between democracy and administration is a recurring issue, it is now perceived in new terms : whereas in the past it was important to ascertain how and the extent to which public administration complied with democratic ideal, it is now perceived as a driver and vector of renewed democracy. The increased use of the notion “democracy in public administration” clearly reflects this shift. It implies the granting of new rights for all citizens, and also seeks to involve them in administrative processes in the framework of deliberation and participatory mechanisms. Although it is not completely unimportant, this trend does not necessitate the development of a radically new administrative model. |
