| Summary, etc. | La direction générale du Trésor, direction d’état-major du ministère des finances, a engagé depuis 2009 un projet de transformation visant à améliorer la qualité du service rendu, par le biais d’un renforcement de la culture managériale, d’une gestion plus qualitative et individualisée des ressources humaines et de l’amélioration des conditions de travail des agents. Cette transformation, rendue nécessaire par la réduction des moyens de l’État combinée à l’intensification de l’action du Trésor dans la crise économique et financière, constitue une expérience innovante de réforme de l’État au sein des administrations centrales. |

The reform project (2009 – 2011) of the General Directorate of the Treasury of the Ministry of Economy, Finances and Industry — The General Management of the Treasury has undertaken measures since 2009 to bring about changes in order to improve the quality of its services through transformations in its managerial culture, a more qualitative and personalised management of human resources and improvements in the staff’s working conditions. These changes have become urgent, given the budgetary constraints of the State and the increase in the Treasury’s activities in the period of economic and financial downturn. This is an innovative way of applying “State reforms” from inside. |
