| Summary, etc. | Dans un ouvrage qui fait le bilan de trente ans de réformes de l’administration publique – The Logic of Discipline – le professeur Alasdair Roberts, directeur du Centre Rappaport de droit et de politique publique à l’université Suffolk – démonte le système de croyances qui a imprégné ces réformes : la réduction des politiques publiques à la gestion, le transfert des services publics vers des agences autonomes, et montre la faiblesse méthodologique et théorique qui les sous-tendait, « l’institutionnalisme naïf et l’idée qu’il puisse y avoir des règles de gouvernance universelles ». Cet article met en perspective les conclusions de Roberts avec l’ensemble du mouvement d’idées qui a vu un recul du rôle du politique et de l’État depuis trente ans et souligne l’actualité d’un retour du politique et de l’éthique publique qui ne peut être laissée ni au marché ni renvoyée sur l’éthique individuelle. |

| Summary, etc. | — Favouring a Logic of Indiscipline — Discussion of the Ethics in Public Decision‑making, related to Alasdair Roberts’book The Logic of Discipline ‑ The Logic of Discipline takes stock of thirty years of public administration reforms. Author Alasdair Roberts, Director of the Rappaport Centre for Law and Public Policy of the University of Suffolk, takes apart the system of beliefs which underpins these reforms, that of limiting public policy to management and transferring public services to independent agencies. He exposes the methodological and theoretical weakness of these beliefs, of “naive institutionalism and of the idea that rules of universal governance can exist”. This article puts into perspective Roberts’ conclusions, taking into account the movement of thought which brought about the reduced role of politics and the State over the past thirty years and points out a resurgence today of politics and public ethics which cannot be left to the market or to depend on individual ethics. |
