| Summary, etc. | Résumé La complexité de l’organisation administrative ne doit pas être a priori considérée comme une cause de moindre rendement. Les nouvelles forces économiques et sociales s’adaptent en effet aux territoires administratifs existants car ceux-ci sont aussi des espaces de définition qui résistent aux changements. L’examen du passé montre en fait une assez grande stabilité des limites locales ainsi que du réseau urbain qui a durablement structuré le sol français au-delà même de la Révolution française. Il faut par ailleurs veiller à maintenir un bon équilibre entre la logique de commandement qui aboutit à une architecture simple et celle de la collaboration qui induit des formes composites. |

| Summary, etc. | Resilience and Renewal of Public Administration at Local and Regional Level — The organisation of administrative structures is highly complex, however, this should not be advanced as a cause of poor performance. New economic and social forces must adapt to existing local and regional administrative structures given that these structures have been drawn in such a way so as to resist any type of change. Evidence from the past indicates that limits at local level have remained largely stable as has the urban network which provided a structure to this country as far back as the French Revolution. A balance must be maintained between an authoritative approach from which a simple architecture ensues and an approach based on collaboration from which composite structures develop. |
