Summary, etc. | Résumé Dès la fin du XVIIIe siècle, le recrutement dans les emplois administratifs fait l’objet de critiques politiques en France et en Grande Bretagne. Pour les réformateurs, le mérite associé au critère de compétence devait remplacer la faveur des gouvernants afin de professionnaliser la fonction publique confrontée à des tâches de plus en plus complexes. Les débats sur les concours permettant de vérifier les aptitudes des postulants, entamés dans les années 1850, ne déboucheront qu’à la fin du siècle sur des réformes instituant ce procédé et limitant l’emprise politique sur l’accès à la fonction publique. |

Summary, etc. | — The double French and British becoming of recruitment according to merit — Since the end of 18th century recruitment in public administration was subject to political criticisms in France and Great Britain. Reformers asserted that merit linked with competence might replace patronage in order to professionalising the civil service facing more and more complex duties. The debates about open competitions intending to check the applicants’ skills started around the 1850’s, but the reforms stating this method and reducing the political influence on the access to civil service were not effective before the end of the 19th century. |
