Apparaissant d’emblée comme une menace pour leurs droits fondamentaux ainsi que pour l’égalité des citoyens, ils se présentent aussi comme une promesse ; promesse pour la pérennité des services publics dans un contexte difficile économiquement, promesse d’approfondissement des droits existants que porte le service public, promesse enfin de concrétisation des nouveaux droits du service public et d’une nouvelle citoyenneté administrative. Cette ambiguïté fondamentale est au cœur des téléservices publics. |

| Summary, etc. | — Rights of Citizens Using the Internet and Public Teleservices — The relationship between public teleservices and users’ rights is complex. On the one hand, teleservices can be viewed as a potential threat to the fundamental rights and equality of citizens, but on the other hand, they are seen to hold promise. They promise the continued delivery of public services in a difficult economic context, a commitment to further strengthen existing rights covered by public service, and finally a promise of implementation of new rights under public service and of a new model of administrative citizenship. This fundamental ambiguity lies at the centre of public teleservices. |
