L’étude de la responsabilité administrative est alors éclairée par un tel décloisonnement, à condition de disposer de clefs de lecture, en particulier pour identifier les spécificités des droits étrangers. Analyser en ces termes la responsabilité administrative, telle qu’on la conçoit en France et à l’étranger, permet d’explorer de nouvelles pistes de réflexion sur ce que signifie une « administration responsable » ou une « bonne administration ». |
