| Summary, etc. | RésuméQue font exactement les gouvernements, les organisations internationales et d’autres acteurs lorsqu’ils affirment vouloir évaluer de manière systématique tout projet de règlementation ? Les autorités en charge des politiques de régulation utilisent-elles vraiment les résultats produits par les instruments d’analyse fondés sur des données factuelles ? Cet article envisage deux dimensions de l’étude d’impact : le champ et la portée de l’analyse empirique, à la base de toute étude d’impact, et l’utilisation qui en est faite. Celles‑ci servent à dresser une typologie explicative. À partir de ces deux points de vue, nous avons passé systématiquement en revue la littérature existante, pour y repérer les angles morts et en tirer des leçons. Enfin, un tableau retrace les liens entre qualité et utilisation de l’analyse, montrant ainsi la manière dont des recherches ultérieures pourraient devenir moins descriptives. |

| Summary, etc. | Abstracts— The Appraisal of Policy Appraisal — What do governments, international organizations and stakeholders mean when they say that proposals for new regulation should be systematically appraised? And do regulators really use the results of produced by evidence‑based policy instruments? In this article, we consider two dimensions of policy appraisal: the breadth and scope of the empirical analysis, and its utilization. We use these two dimensions to produce an explanatory typology with four types. The types enable us to review the literature systematically, exposing gaps as well as documenting the results. In the final part of the article builds expectations that link quality of analysis and utilization, thus showing how future research may become less descriptive and more inclined to testing. |
