| Summary, etc. | Résumé Les réseaux sociaux chinois défient souvent la chronique de par leur ampleur, leur volume et leur réactivité : ils sont utilisés pratiquement 24 heures sur 24 par plus de 600 millions de personnes, en général à partir de téléphones portables. Ce formidable potentiel représente-t-il une opportunité ou bien une menace pour l’État chinois dans son processus de réformes ? Avant de pouvoir répondre il est bon de comprendre le cadre politique et la place spécifique octroyée aux médias et aux réseaux sociaux en Chine, très différente de la situation en Europe ; ainsi que le cadre juridique qui assure un contrôle assidu et sophistiqué par l’État et qui est relayé par un système politico-administratif tout aussi réactif. Au final on proposera des scenarios de développement des tendances actuelles qui semblent indiquer un durcissement et une occasion manquée de dialogue dans la recherche d’une réforme globale de la société chinoise. |

| Summary, etc. | — The creative chaos of the social networks: opportunity or threat for information and the development of the State — The social networks in China often make the headlines owing to their size, scope and responsiveness: they are used almost round the clock by more than 600 million people, generally via their mobile phones. Does this tremendous potential represent an opportunity or a threat for the Chinese Government in its reform process? Before we can answer this question, it is important to understand the policy framework and specific role granted to the media and social networks in China. The situation is very different from that in Europe, as is the legal framework, which gives the State a constant and complex degree of control that is maintained by an equally responsive politico-administrative system. The article concludes with some suggested scenarios regarding how current trends will evolve. It would seem that the Government’s position has hardened and an opportunity has been missed for dialogue on the quest for a comprehensive reform of Chinese society. |
