Summary, etc. | Résumé Les transformations dont l’administration de l’Union européenne a fait l’objet dans la conjoncture de crise économique présentent un tableau nuancé et en rupture avec les représentations les plus communes d’une administration aux manettes (et donc épargnée) ou à l’inverse victime, des politiques d’austérité. Le processus de révision statutaire qui s’est déroulé entre 2010 et 2013 a inclus des mesures d’économie réelles et son issue est longtemps restée incertaine quand bien même elle fut moins radicale que ce que proposait une partie des protagonistes. Sur un autre plan, la conjoncture a renforcé les positions des agents et des services dont la compétence se fonde sur l’expertise économique et financière. En revenant successivement sur ces deux aspects, cet article propose une analyse des effets de la crise sur les administrations qui insiste sur les concurrences dont l’administration de l’UE est l’enjeu et sur leurs conséquences en termes de légitimation ou de délégitimation de ses agents. En pointant l’importance des continuités historiques et des variables socio‑politiques l’article propose l’hypothèse que la crise économique n’est finalement qu’un segment de transformations de plus longue haleine dont l’enjeu consiste notamment dans la remise en cause de l’autonomie relative et des équilibres entre secteurs dépensiers et financiers des administrations. |

Summary, etc. | The transformations of the EU administration in the context of economic crisis present a mixed picture breaking with the common representations of an administration in charge or, conversely, victim of austerity policies. The process of review the statutes running from 2010 to 2013 included real economy measures. The wonclusion of the review has long remained uncertain even though it was less radical than the protagonists’ proposals. At another level, the position of the agents and the services, whose skill is based on economic and financial expertise, has been strengthened by general economic conditions. Tackling successively these two points, this paper suggests an analysis of the effects of the economic crisis on public administrations, insisting on competition at stake within the EU administration and on its consequences as regard with legitimation and delegitimation of its agents. Pointing at the importance of historical continuity and of socio‑political variables, the article advances the hypothesis that the economic crisis is only a segment of longer term transformations which stake consists in challenging the relative autonomy and the balances between spender and financial sectors of the administration. |
