Une évolution vers une plus grande compétence d’application des lois et d’adaptabilité des textes par les collectivités est sensible mais encore très insuffisante. Les prétendus obstacles constitutionnels doivent être relativisés. C’est particulièrement le cas concernant la force contraignante des schémas adoptés par les régions pour l’exercice de leurs compétences. |
