| Summary, etc. | Cet article s’intéresse aux formes émergentes d’action publique – « mode laboratoire » et Nudge – qui bouleversent les méthodes, la temporalité et le jeu des acteurs qui ont traditionnellement cours dans la sphère publique. Il montre en quoi ces formes nouvelles représentent une alternative à la réglementation et contribuent à renforcer l’efficacité de l’action publique. Il fait émerger l’idée qu’en prenant en compte le citoyen réel et non abstrait, elles peuvent permettre de mieux réglementer et de mieux légiférer. Fondées sur l’observation des pratiques et des comportements, sur une culture pluridisciplinaire et basées sur l’expérimentation, ces méthodes doivent relever le défi de leur propagation. |

| Summary, etc. | This article looks at the emerging forms of public action, “the lab test” or “nudge” that radically change methods, passage of time, and actor’s involvement in the public sphere. It shows how these new forms provide an alternative to regulation and efficiently contribute to strengthen public action. It lifts the idea that taking into consideration the actual citizen and not just an abstract vision of it helps to better regulate and legislate. These methods are based on the observation of practices and behaviors, multidisciplinary culture and experimentation. It is now time to address the challenge of the dissemination. |
