| Summary, etc. | RésuméLe mode français de coordination aux affaires européennes se caractérise par une forte centralisation et une stricte répartition des tâches entre « Paris » avec le SGCI, devenu en 2005 le SGAE, et « Bruxelles » avec la Représentation Permanente (RP) auprès de l’UE. Il est à l’origine le fruit d’une intense concurrence entre le ministère des finances et celui des affaires étrangères analysée comme un Yalta administratif. Cet article revient sur les conditions de création du SGCI en 1948 et de la RP en 1958 visant à contrôler les relations avec les institutions européennes puis sur « l’interministérialisation » de ces deux administrations d’état-major et la politisation inédite de la fonction de secrétaire général des affaires européennes. |

| Summary, etc. | – Sharing European Affairs: the Origins of French Coordination System – The French system of European affairs coordination is characterized by a strong centralization and a strict division of labor between “Paris” with the “SGCI”, which became in 2005 the “SGAE”, and “Brussels” with the French Permanent Representation to the EU. It was originally the result of intense competition between the Ministry of Finance and the Ministry of Foreign Affairs analyzed as an administrative Yalta. This article discusses the genesis of SGCI in 1948 and of the Permanent Representation in 1958 to control relations with the European institutions and then the “interministerialization” of these two “état-major” administrations and the unprecedented politicization of the function of Secretary General for European Affairs. |
