Mais l’usage qui est fait des informations livrées reste modeste. C’est dû au fait que politiques et experts, qui sont en mesure de proposer et prendre des solutions, se coordonnent mal et exploitent insuffisamment leurs capacités respectives pour adopter les réformes jugées nécessaires. |
