| Summary, etc. | RésuméCet article interroge la relation entre la production de référentiels européens et la mise en pratique des réformes administratives dans le cadre de la Politique européenne de Voisinage et plus particulièrement dans celui du partenariat oriental. Il centre l’analyse sur l’intégration économique approfondie, qui représente un cas d’étude intéressant pour comprendre l’articulation entre le référentiel d’action publique proposé par l’Union européenne à ses voisins orientaux et l’élaboration d’instruments guidant le processus de réformes des pays partenaires. L’article montre que la construction d’un référentiel d’intégration économique s’effectue progressivement par des jeux d’acteurs autour de la Commission européenne, institution centrale de ce processus. Forte de la légitimité acquise dans la production de ce référentiel, la Commission européenne s’implique dans la mise en pratique de ce dernier. Elle propose des réformes administratives qui participent de fait à la constitution d’un modèle administratif européen dans le voisinage de l’Union européenne. L’article met au jour le rôle clé de la conditionnalité, qui permet à la Commission européenne d’investir un champ relevant en fait de la compétence des États membres. |

| Summary, etc. | — Transforming the neighbourhood: interplay between actors, production and implementation of EU models of reform in the framework of the Eastern Partnership - The article explores the interplay between the production of European models and the implementation of administrative reforms in the European Neighbourhood Policy. It focuses on the case of deep economic integration policies in order to analyse the articulation between the EU’s framework of relations with its eastern neighbours, on the one hand, and public policy instruments guiding the reform process in partner countries, on the other hand. The article argues that the model of deep economic integration proposed by the EU to its eastern neighbours has taken shape incrementally, through the interactions between the European Commission and various actors. The extensive use of conditionality, combined with the legitimacy gained in the production of the model, has enabled the European Commission to play a key role in its operationalisation by proposing a range of institutional reforms. These contribute to shaping a European administrative model in the neighbourhood. |
