Summary, etc. | RésuméÀ partir de l’étude de la politique de contrôle de la masse salariale menée depuis 2014 dans une commune française de plus de 100 000 habitants, cet article montre comment les outils du management participatif et du dialogue social peuvent être mis au service de la légitimation d’objectifs de contrôle budgétaire. Cet article met également en lumière la façon dont ce type d’entreprise, qui vise à juguler la contestation de la maîtrise des dépenses, peut achopper sur la capacité des acteurs qui en sont les cibles à subvertir ou à contourner les dispositifs qui ont pour objectif de les domestiquer. |

Summary, etc. | – The construction of consent to budgetary constrained policies: social dialogue and participative management at the service of a municipal payroll monitoring – Based on the study of payroll monitoring policy set up by a French municipality of more than 100 000 inhabitants, conducted since 2014, this article shows how the tools of participative management and social dialogue can be used to legitimate fiscal retrenchment goals. Among other objectives this kind of policy aims at avoiding any protest from civil servants and trade unions. But these groups are nevertheless able to subvert or circumvent the institutional arrangements which are designed to control them. |
