| Summary, etc. | La loi de 2007 relative aux « libertés et responsabilités des universités » a profondément modifié le financement public des universités françaises. Celles-ci, ayant accédé à des responsabilités élargies, sont incitées à développer des ressources propres. L’appel à des crédits extrabudgétaires a contribué à la diversification de leur financement, au développement discret mais réel de la concurrence entre elles et, en fin de compte, a accru leur hétérogénéité. Cela ne règle toutefois pas le problème chronique du sous-financement des universités encore aggravé par la forte hausse du nombre d’étudiants. Cette situation, qui s’inscrit dans un cadre budgétaire tendu, amène à explorer ouvertement de nouvelles sources de financement et conduit à redéfinir encore les relations entre l’État et les universités. |

| Summary, etc. | Universities’ Funding: Evolution and ChallengesThe 2007 Law on Universities’ liberties and responsibilities has profoundly changed the public funding of the French universities. These, having gained greater responsibilities, are encouraged to develop their own resources. The call for extra-budgetary funds contributed to the diversification of their financing, to the discreet but real development of competition between them and, ultimately, increased their heterogeneity. However, this does not solve the chronic problem of underfunding of universities, which is further aggravated by the sharp increase in the number of students. This situation, which is part of a tight budgetary framework, leads to the honest exploration of new sources of funding and leads to a further redefinition of relations between the State and the universities. |
