Summary, etc. | RésuméCet article, qui synthétise les résultats d’une recherche sur les blocages de carrière chez les cadres expérimentés du Ministère de l’écologie, vise à présenter les enjeux d’une transition inaboutie entre un modèle historique de « gestion administrée » et un modèle de « marché » censément plus attentif aux compétences, notamment managériales. Nous montrons, d’une part, comment certains agents se sont trouvés désavantagés par les nouvelles règles du jeu et, d’autre part, comment une minorité a su se saisir de ces nouvelles opportunités pour progresser en marge des circuits conventionnels. Finalement, nous montrons comment la situation étudiée questionne une possible dualisation de l’emploi public. |

Summary, etc. | A biased musical chair game. The effects of the RéATE on the careers of the executives of the Ministry of EcologyThis article summarizes the results of research on career blockages among experienced managers in the French Ministry of Ecology. It aims to present the challenges of an unfinished transition between a historical administrative model and a “market” model supposedly more attentive to skills, particularly managerial skills. We show on the one hand how some agents have been disadvantaged by the new rules of the game and on the other hand how a minority has taken advantage of these new opportunities to progress on the margins of conventional circuits. Finally, we show how the studied situation questions a possible polarization of public employment. |
