| Summary, etc. | Cet article vise à expliciter l’évolution de la division du travail gouvernemental en matière de sécurité nationale. En retraçant les circonstances de la résurgence du Secrétariat général de la défense et la sécurité nationale (SGDSN) au cœur du jeu interministériel de gestion des crises, il entend combler un vide entre, d’un côté, une sociologie de l’action publique délaissant le secteur de la défense et, de l’autre, des études critiques de sécurité trop peu attentives à l’analyse des processus institutionnels. Après être revenu sur le contexte marquant l’obsolescence programmée du Secrétariat général au sortir de la Guerre froide, nous proposons deux niveaux d’analyse pour expliquer ce recentrage au cœur des circuits décisionnels : le premier, organisationnel, insiste sur les tournants opérationnel, doctrinal et institutionnel qu’a connus le Secrétariat, et le second, individuel, met en avant les positions et les ressources des Secrétaires généraux. |

| Summary, etc. | This article intends to explain the evolution of the distribution of tasks within the government on issues related to security. It sets the circumstances of the resurgence of the Secretariat général de la Défense et de la Sécurité ationale (SGDSN) at the heart of the inter-ministerial organisation of « crisis management ». It fills a gap between on one side a sociology of public action abandoning the sector of defense and on the other side critical security studies too much inattentive to the analysis of institutional processes. After reviewing the context of the Secretariat général at the end of the Cold War, we propose two levels of analysis to explain this refocusing within the decision-making circuits : the first, organizational, stresses the operational, doctrinal and institutional turning points experienced by the Secretariat, and the second, based on the study of the successive position holders, highlights the positions and resources of the secretaries-general. |
