| Summary, etc. | La multitude des activités ministérielles de communication donne-t-elle à voir la communication du Gouvernement dans l’espace public ? Une telle question interroge le processus de légitimation de l’action de ministères et de ministres hétérogènes et surtout, d’une action gouvernementale unifiée et institutionnalisée. Prenant acte de la prolifération, de la professionnalisation et de l’hétérogénéité des pratiques d’information, de communication et d’accès aux médias dans les ministères, cet article entend y répondre en prenant en considération les interactions avec l’organisme consacré à leur coordination : le Service d’information du Gouvernement (SIG), dont l’une des missions originelles est la « coordination interministérielle de la communication du Gouvernement ». Prenant appui sur trois facteurs constitutifs de la fabrique d’un ordre négocié de la communication gouvernementale – procédural, professionnel et politique – cet article permettra de mettre en évidence qu’à côté des transformations médiatiques et professionnelles, le facteur politique demeure prédominant et contredit la thèse d’une communication gouvernementale unifiée de manière durable. |

| Summary, etc. | Is the multitude of ministerial communication activities equivalent to government communication in the public space? Such an interrogation questions the process of legitimising the action of heterogeneous ministries and ministers and mostly, the topic of a unified and institutionalised government action. In order to enlighten this issue, this paper takes into account the proliferation, the professionalisation and the heterogeneity of information, communication and media activities of the ministries: it puts the emphasis on the interactions with the organisation devoted to their coordination, the Government Information Service (Service d’information du Gouvernement), whose one of the original missions is the « interdepartmental coordination of government communication ». Relying on three factors constituting the government communication as a negotiated order – regulatory, professional and political – this article highlights that, despite substantial media and professional transformations, the political factor remains predominant and contradicts the thesis of a unified governmental communication on a long-term basis. |
